If it's a rear wheel drive car, sorry the will always have a degree of front lift. You can adjust the arodynamics to put more down force on the front of the car. Harden the rear suspension and soften the front.
You can still post fast track times when your car wheelies. When it hits third gear and the front tyres are still off the ground, hit NOS and this should speed up the car and drop the nose.
Go for four wheel drive cars if you don't like the wheel, but overall the Toyota Supera is the best (excluding Zonda).

Or if you don't want the car to wheelie in drag just keep stock suspension on it. You really don't need the suspension for anything other than the gear glitch if your using your car for drag

Get whatever upgrades you want, then put a large amount of downforce on the front, harden the rear suspension and soften the front, and make sure the cars overall weight is somewhat heavy, mainly in the front of the car. This should fix the problem and if not, you should not have gotten that car.
