Missing last golden brick

Missing last golden brick
I'm only missing one more golden brick and I've gone to every single place and the only place where the indicator is blinking is in the restricted section in the library. I did the 3 hats task but the brick never came out. I need help!
Also there's an outdoor section where there is a strength lever but I've tried Fang Hagrid and Victor Krum to open it and it will not budge! How can I open it?
