How do you set the people free, have rescued one, but can't rescue the other, level wont complete until we've done it, please help

u need to smash up everything you see, there is always hidden items. there are ropes or chains holding them, go threw the pipe to either side and when you have aim at them.

you have to go to the bottom of the platforms and cut the chains
