Its been sed that it is but microsoft wont because thay want everybody to get 360s.

No. They will not make Halo 3 for the original xbox. The reason is because the graphics are to great for the original xbox. Halo 2 pushes the xbox's graphics card to it's limit. So it is not possible for them to make it for the xbox.
