They do as follow:
Thunderstorm: All enemies are given a field promotion, and they are ranked up to the next avaiable rank(Level)
Cowbell: Explosions become more biggier in gameplay, when this skull is on.
And the Tile one is really Tilt: Makes enemies, resistance much greater. For example, If you take on a Brute power armor becomes nearly impossible to take out with nearly anything except for plasma blasts.
IWHBYD: Unlocks hidden dialogue throughout Halo 3�s campaign
Mystic: All enemies health, are double their orignal health.
