No you can't play as the arbiter without co-op and I have beaten the game on legendary...

No you can't but if you care that much just buy two controllers and sign in as a guest then play as the one that is Arby.

No only on 2 player or more where 2nd would be the arbiter

No only as the two player feature can you play at the Arbitor. Player one always has to be Master Chief. No feature was included to be able to change that, but playing in Exhibition mode you can play as the Arbitor if you select him as your character.
