If you can't find it, you can look on websites that may show you where it's at exactly. And if it's still not there then it might be a glitch.

Look on youtube, they have every skull on there. But if it's still not there, then yes, it might be a glitch.

The same thing happened to me, try playing the whole level up to the point where your supposed to get it. If that doesnt work before you start the level push X and turn it to free for all instead of it saying none, then start the level from the begining. If that doesnt work it's a glitch.
