Yes it is a ranking system on experience points on online multiplayer platforms. You gain ranks as you win matches and maximse medal wins.

So yes, you do need live and if you were wondering, the only way you can get all the achievements is by having Xbox LIVE.

The only way you can get the sergant ranking is by winning matches and get more exp. Points to get that rank on Xbox live. Just a reminder xbox live cost 12 $ a month

Nyway, you need xbox live because to rank up you have to play online and win, which requires gold membership, silver doesn't work.
