There a couple ways. The first one, you see, is called hacking or cheating, that can make your character even better than he should be. The second, is something that no one really wants to, practice. Practice every day, and keep practicing, even when you don't feel like practicing. Eventually, you should start to gradually grow better, if not, well then you might just suck. Armour, I have no idea about that, sorry.

Ok. To get good "really fast" just keep playing until you get better. Here is how you get the armour.
Spartan Armour

Body-Complete Tsavo Highway on Normal, Heroic, or Legendary.
EVA--Shoulders-Complete The Ark on Normal, Heroic, or Legendary.
Head-Complete campaign on Normal.
Body-Complete Tsavo Highway on Legendary.
EOD--Shoulders-Complete The Ark on Legendary.
Head-Complete Campaign Mode on Legendary.
Security--Shoulders-Earn 750 Gamerscore
Head-Earn 1,000 Gamerscore
Body-Unlock "Too Close to the Sun" achievement.
Scout--Shoulders-Unlock "We're in for Some Chop" achievement.
Head-Unlock "Used Car Salesman" achievement.

Yea, theres practice... And if you look at the bungie main screen or something like that, they will show you what games you play will give you extra exp. Like for the month of June it was doubble exp points if you played big team slayer.

What I would NOT do is cheat cause then you don't get any better and you don't enjoy the game as much. But seriously I would kill to have xbox live and since you probably do well my advice to anyone is to just keep on playing other people who are better than you. It might seem stupid at this time but believe me I got a friend who did this for 3 years and now he's like a 48 at halo. So just keep on practicing. Hope you get to a 20 or 30.

Practice. Umm you have to get achievements to get any kind of armor.

Only practice can make you good. Not playing once a month or twice.

You get armour from playing the campaign a lot. And you just have to practice alot.
