I don't really tune cars but you can but you can buy performance upgrades to make your car better.

Best place to start is to (if it's available) change the engine and drivetrain. Other than that, start with the minor stuff and work you're way up (so a knowledge of what the parts actually do makes this easier, but roughly: air, under, engine.)
Air is exhaust, intake
Under is tires, sway bars etc
Engine is turbo, intercooler, that kind of stuff.
Don't go over the top though, you've got to be able to control your creation through an xbox controller!
