To start this quest you need to go three people for him to trigger moments that happened in past this is the list of people to talk to.
Ranger Andy- In Novac
Loyal- Nellis Air Force Base
Corporal Sterling- Camp McCarren or Camp Forlon Hope
You need to exsaust all Speech options with these people for raul to talk.
He should when you have done these talk about becoming the guy he was hunted as Back in new mexico then he will put on the suit he talks of that he found and will get a perk that increases gun damage and they will last longer.
