Where do I get the key to followers safe house?

I haven't played this game recently, but I do remember how to get the key.

You must do enough good things for the followers and make them idolize you, or any other reputation with them 100 fame. After you can get magazines Julie Farkas will offer you membership and give you the key.

I'm @ a lose on this 1. I have the guide, have asked on-line & nothing anyone tells me works. The followers absolutely love me, I've completed Gannon's quest, I donate stuff there often & I shut down Helios One(I think that's what it's called) & rediverted power to Free-side, but Julie never offers up any key. So your guess is as good as mine, supposedly you just gotta get them to like you & do good things for them/Freeside, but it hasn't worked for me. And my current save has over 300 hours logged on it. I'm not horrible @ this game or anything, I've just discovered everything, done all the DLC & constantly sell stuff then sleep so venders have more caps to buy my stuff, but in over 300 hours Julie won't give me a key even though I'm idolized by the followers.
