The easiest places to get one are st the gift shop in Novac, Mojave Outpost or the Crimson Caravan Camp. You also get a detonator from on of the quests at Nellis Air Force Base for the Boomers but I can't remember if it works with the C4.

You can buy c4 detonators from gun runners and mick and ralphs but if you buy it from mick and ralphs you have to talk them into showing you there weapons

To get the c4 detonator you can get it at a commisionary in the add on pack lonesome road.
