Once you get to Arlington, there should be a house to the north. It'll stand out like a sore thumb, so you shouldn't miss it. Go inside, down in the basement, and on the shelf straight ahead there should be the bobblehead.
Note that the house has no NPCs in it, but if you have the Lawbringer Perk, there WILL be a raider named Plunkett. He'll have unique spiked knuckles called "Plunkett's Valid Point", but he shouldn't be too much trouble.

Theres a house in the middle of the cemetery. It's hard to miss. Inside on a shelf it should be there.
