That is true. He is in the rundown bar I think toward the bottom of the ship.

Yes, the bar in question is the Muddy Rudder. Use the stairs to go down as low as you can and he should be down there. Sometimes, he's through the door down there that leads to the bed room down in the Muddy Rudder, and you might have to pick the lock to talk to him.

Yes, he's down in the Muddy Rudder. Note that he will only be here AFTER completing the quest "Trouble on the Homefront", which is only availible after the quest "The Waters of Life" is completed.
He can only be recruited if you have Neutral Karma and is generally considered the weakest partner after Dogmeat.
