Ok I am overcumbered or whatever ad I was wondering how I can run again please tell me how to regain the ability to run walking just sucks

You're over your encumbrance level. You can only carry a certain amount of weight, like 170, and you're probably over that limit. All you have to do is drop some of your stuff. Or if you want to keep the stuff, just eat some buffout, but you might get addicted to it if you take too much of it.
