Oops.
Well, this kinda stinks for me.
In the quest, "You've gotta shoot them in the head!" I've kinda messed up. I killed the first guy in Rivet City and got his Key, and got the reward. I went to the building with the one guy and two girls and bought the key off of that guy, and I tolf the guy I was working for what I knew and I said the wrong thing, so he attacked me and I ran to Tenpenny tower, where I took the bribe to kill the guy I was working for. I killed him and got my reward, but the objective never said it was completed (The objective to get my reward) so I killed TenPenny and the other two guys and got all their keys, but now it's telling me to report back to the guy I was working for (Still dead) so, I'm stuck now. I'm not sure if I can complete the quest anymore, and if I can, I'm guessing it's by finding the place the keys are for, so I need to know where the forth key is (The one you don't get from killing any of the guys) and where the building is that I need to get into, but more importantly, IF I CAN COMPLETE THE QUEST.

I too had too kill the guy and as far as I know, you cannot now complete that quest. The best thing to do would be to find out if any doors can be opened using the keys. Also, could you tell me how to get into Rivet City?

The place you need to go to use the keys is call "fort constantine" it's located to the northwest of the map(almost all the way up)... As for the quest it will remain uncompleted. The keys will lead you to the T-15b power armor(not sure the name is right).start in the basement on the CO quaters. Hope this helps.

You san't completet the mission but still can get the power armor at fort constantine which is one of a kind. You need all the keys an you start in a small builbing by the entrance. And look for a way down to a locked door (don't forget the bobblehead in that building, it is in an open safe)then follow the way through.

Well imaloony, so you have Ted Strayer's key,Dukov's key,President Dave's key,and Allistar Tennpenny's key so that means you need Mister Crowleys key[the man who hired you]. You must go search his corpse for the key. As for the mission I don't think you can complete it. Put if you get all five keys head for Fort Constantine. Trust me you will find a nice reward there.
