Do you mean the fat man the gun? You get that in the main storyline quests

I got a Fat Man from a Raider so you might be able to get one from killing Raiders also.

You can find it off of deadbodys, I know theres one in the white house, buttt theres also a behemoth, so prep up if you go there

There are several Fat Man guns in the game. The easiest one to find is the one at the GNR building on the fountain in the middle on the body of a dead Brotherhood of Steel Knight. There's one in the Capitol building in the main atrium where the super human behemoth is with a large number of Talon Company Mercs and Super Mutants. It's dropped by one of the mercs. You can also get one from a random occurance from a raider or wastelander. Just watch out... They can aim it much better than you can for sure... I think theres one in the crater of the White House, too. There is also one in a vendor I think... I remember seeing one with the travelling vendor but I think you have to go to Canterbury Commons and increase the travelling weapons merchants stock by investing in him. There should be a Fat Man around every super human behemoth. Except the caged one, I don't remember finding one around there.
