Well, I read somewhere that you can only go up to lvl 20, but since you say your lvl 21 I'm not sure now.

You can only get up to level 20, so I have no idea how you have gotten to lvl 21 unless you have some sort of 3rd party mod in which case you would have to ask the creator of the mod. The DLC that is coming in march is supposed to be raising this top level though I am unsure what the new max will be.
