I don't know the EXACT loacation but I know where it is in the general area. At the bottom right, not all the way right, there is a river verticaly separating the Wastes from Downtown D.C. On the left side of the river, the Wastes still, and up a little bit is where it is. It's near the bridge that's nearby. THIS IS KIND OF A SPOILER!! You can also just do the main quest until you go to the Citadel. One of the missions, fifth or sixth or somewhere around that number, is the mission where you have to go to the Citadel. You will meet someone and you have to escape to there. Hope This Helped
