Talk to the ghoul named roy phillips he's prob in the subway sw of tenpenny tell him you can strike a deal go back to ten penny tell him this. He should tell you to convince certain residents do this then go back and tell roy that should be it..(you may have to tell the res to get over there comin in anyway) that should work

Or you can just kill all of the resiodents in TT and thn well tell them that they can move in.... I mean EVERYONE!!!! LOLZ thats what I did
