He is in the super market in the north plaza which is at the far end when you go inside turn left and go stright keep following till you come to a double door go through and a video will start you will then have to kill the guy with the trolly after you have done that you then have the key and you then have to go through that door again go left to the end where there is the door for the pharmacy job done

In Case file 2-3 you have to go to his shop to get the First Aid kit for Brad and you will fight him then. Im not sure but I think thats the only way you get to verse him.
