How do you get the harpoon gun?

In order to keep the gun you have to download the new patch that recently came out, or you can join someones game that has the update. The patch cost 800 Microsoft points.
Keys to the city is a download for crackdown that is like an ingame menu for certain cheats. If you buy it, then it will unlock 3 new guns, 2 new grenades, and 3 new agency vehicles. There is also a new menu when you pick your car from the agency garage which there you can pick almost any car from crackdown if you bring it back. (you will aso be able to change the color of the car)
Wait so you can just get the new guns from just downloading keys to the city?
I down loaded the key tyo the city thing and did not get the hARPOON GUN
