I found one in Chai-Gen next to the Highway in a Dome type building that has a Dirt/Pavement race track on top and is where you need to kill a General named Vitaly Rzeznik, if you don't know the building then I mean when you are on the Highway, when you pass the building you will be able to see Through the middle of it and will look like glass rooms, with many levels of parking lots. The Car is on the third level just look for the sign saying "LEVEL 3 READY ROOMS" and it should be on the Right. I have heard of one being in the Volk Boat Yard to.
