Question for Crackdown

Where can you find the Heat Seeking Missile launcher? I can find the grenade launcher and the normal missile launcher. Which gang uses it? Is it the Volk or Shai-Gen? Because I no that it isnt Los Meurtos

Try the Shai-Gen, they tend to use them on the rooftops a lot. The Volk have a tendancy to use just the regular missiles.
