Ok, this thing, if you followed any website cheats, will be hard. I found another easy way to do it: Get yourself surrounded by cops in 4 stars level. Lure any LCPD helicopters (not Annihilator), to any tall buildings. Make sure you're standing on them. Take a step back while aiming your gun to lure them further, so they won't fall down and explode, but instead, they land perfectly. Now point your gun to a heli driver and shoot him. Make sure the chopper is near the ground. Otherwise, it will fall down somewhere else and explode. When he's dead, take the chopper. Save it somewhere else.
