Is there anyway to add more time to the arbiter level because I have no time left at the xtraction point and I can't play the game anymore.
I know that Mystique is in this level somewhere... so I need some hint or cheat to get to Mystique or just simply skip this level and go to the next level.

Bring Cyclops or Storm along with you, and Iceman. Whenever you see a bridge that's broken with a hovering 'X' next to it use Iceman's freezing power to create an Ice Bridge. When you get to a certain part there will be some Purple marks on the wall, with an 'X' next to them. Use Cyclops or Storm's Mutant power to weld them. you usually get a couple of minutes extra for each. You dont actually find Mystique on this level, you find Toad instead after youve saved all the sailors. Either use a really powerful close-range person or a normal long range person on him, because he has a Tongue Lash attack that hits people directly next to him. I recommend Rogue.
