You have to look at the top corner of the screen and itll tell you what to press then when you get him all the way to the end press b loads

Everyone else dosen't know what they are talking about. There is a glitch if you are using the X-Box version. Many people have the same problem. To throw him off, although it is more difficult to do so, you must get him on the ledge and push the push and throw buttons repeatly. Sooner of later he should be thrown off. Although it says to push only one(1) button to throw, you will need to press the push buttons with it. Keep trying and you should be able to get him off.
