No, they don't even like outlanders if I'm not mistaken.

I am fairly certain that you can "join" the faction ashlanders, I remember my main character being a Heartfriend or something like that. The thing is, I'm fairly certain it is a bit like being in the blades, you can only ever go so far, and an never reach the top rank.

I'm not too certain on how exactly you can join the ashlanders, but one thing you could try is to do quests for them. So go up and talk to them and see if they want anything done.

To ffc Squall: Even if it was true that they don't like outlanders, what if you happened to play a Dunmer character? (note: I was an imperial though)
