What's the deal with short lightsabers? Are they better in the offhand than regular sabers? Or are they just there?

Yes, they're better offhand weapons. If you read the item description, you'll find that short lightsabers are weaker but are balanced, making them good off-hand weapons, whereas normal lightsabers aren't balanced at all. Like vibroblades are balanced but weaker and vibroswords are stronger but less balanced. So it's easier to hit with both hands if you have a balanced saber in your off hand. I'd also advise a powerful saber in your right hand, so you've got both balance and power.
