The military base is located on the surface of the planet in a Czerka controlled restoration zone. You need to play through the mission on Citedel Station for either the Ithorians (light side) or Czerka (dark side). Either way once you have done the missions whoever you are working for will give you a lightsaber part and a shuttle to the surface.
