Pirate island

Ok Pirate Island is also called the Pirate Port so if you zoom in a little bit while you are sailing in map mode, you will see a pirate flag and the words Pirate Port of the island Quebradas Costillas. But when you get there go to the tavern and talk to the innkeeper and she will say that he has already left for Coinceaceo or however you spell it. Now once you get to the island, go to the tavern and again talk to the innkeeper but he won't really talk about it. When you leave the tavern one of the smugglers will tell you that he overheard you asking the innkeeper about the guy's friend. All you have to do is talk him into leading you there. When you get there you will learn that the guy that you are looking for has already left the island but no body knows where. When you leave the guy's house go to the tavern and wait for nightfall. When day turns to night go to the house with the to guards standing in front of the door and go to the right of it. Go to about the center of the wall and you will see one of those locks up in the top corner and it will be unlocked, press A and you will climb up in a window and find yourself inside the guys house. Once you are inside you will find a logbook and when you read it you will learn that the guy that you are looking for has left on an expidition but the book doesn't say where to. Leave the island and go back to Redmond. Once there, go the the townhall and give the Governer your report. Your next mission is to go back to Quebradas Costillas and deliver a letter to the head pirate in the town hall.Hope this helps.
