If I remember correctly, you have to buy him from a crypt. Not sure which one, but it's alot of coins, I think silver. As to find him, you can find him in konquest mode in a few different places. Also, don't cut off the question.

If you wanna unlock him he is in orderealm
He`ll be surronded by sedian guards and all you hav 2 do is beat him and you will be able 2 fight with him in arcade versus and practice mode(laughing at those who don't no how 2 fight wit raiden )(he is easy)
