Alright I'm trying to do a quest in Knothole Glade but I can't teleport:No Cullis gates or guild seal.So I can't do any Snowspire quest or any thing overseas. What do I do?

Finish the Quest you're on.
As far as I can see it, it seems like the only thing to do is to finish up the quest you're doing, and your teleportation should clear right up.
Are you in the middle of a quest in Knotwhole glade? If you're there on the island and you're trying to leave during a quest, you can't. This is because you can't leave a quest region until you finish the quest.
I had the same problem . I resolved it killing a lot os monsters and acumulating experience points enough to buy a new ability.
