When you go down the ladder that is next to the bridge where Sparks tells you to go find the flashlight, turn 180 degrees and walk to the wall. You will find a gun there-that is the flashlight. Oh and dont have any unlimited ammo cheats on because then you can't pick up the gun. Don't worry I had trouble with that too.
P.S.-when you pick up the "flashlight" be ready for a grenade that will be thrown down to where you are.

The bridge you are crossing has a ladder on it climb down and it will be there and be ready for a grenade to be thrown at you
P.S. You cannot pick it up if you have the infinte ammo cheat in
