Just keep shooting at the helicopter until it blows up. Law-class people will keep coming in and try to kill you while you blow up the helicopter, so kill anyone who comes in and continue trying to blow up the helicopter.

You can find a weapon that looks like a tube with a nozzel somehere I'm not sure where it is but it's a machine gun that can take out the helicopter in about three seconds.... I think you might need the All weapons cheat "0034AFFF" which is to be entered at hacking by putting cheat and then a space aftrwards so it looks like this "CHEAT 0034AFFF"
P.S. There are no qoutation marks in the cheat
