If you mean the likes of Dr. Mario, Mewtwo, Roy, and Young Link, then your answer is that these characters are NOT in Brawl. There is no way to unlock them without a lot of hacking (which can damage quite a few things, and is almost always too risky).
Many of the other Melee characters are either available from the start, or unlocked through some way (Subspace Emissary is the easiest, but there are always other ways). Ask about a specific character to get a more specific answer.
