Yup seems like that...
Jigglypuff uses the same moves as Kirby does
Purin: this name has 5 letters like Kirby's Name
JigglyPuff: Uses The SAME moves as Kirby
Plus in supersmashbros the game DOESN'T have enough
SPACE for JigglyPuff (So That Name must have been almost the same as Kirby and that was the ONLY name)

Purin is just Jigglypuff's Japanese name.
It's still the same character with the same controls.
