It's somewhat true. Tails isn't a character in the game but he's a trophy after walking a total 15,000 feet or something similar to that, and he runs around the loop in the Green Hill Zone stage. Hope this helps you out.

There is some truth in the story. Tails isn't a character in the game that you can occupy and use, but he is a trophy that you recieve after walking a total 15,000 feet, I am not totally sure about that the requirements, but I am pretty sure that is it. He does run around the loop in the Green Hill Zone stage. I hope this has helped you out

People are three-quarters wrong. Tails runs through the loop at the back of Green Hill Zone every once in a while. But he's not a playable character.

He is only in the background during the Sonic Stage and also a Trophy.

He is not in this game as a playable character. He only appears as backgrounds and trophies

They only cracked this a few months ago. You have to 5000+ ft in the homering contest with olimar & yoshi, olimar has to swing. Then the "challenger approaching" screen comes up like from melee but a little different. You fight tails like you're about to get him as a character BUT NEVER DO. Huge letdown. Takes forever too.
