How do you

You have to complete the S.S.E and make sure you do complete if first before you do anything else because it wont work, toon link is on the forest stage once you have completed the S.S.E go into the second door and go onto toon link's ship. I just completed the S.S.E yesterday and it feels great man .

Well well well, to unlock toon link and jigglypuff. You need to clear Subspace Emmisary, Then you go to the forest for toon link and here is what to do.

A few feet into the level, after the first battle, there should be a door in mid-air. Kind of hard to miss. Just to the left of the first Puppit that drops down. Enter, and you�ll have to fight Toon Link on his ship. But you must defeat him to unlock him.

To unlock jigglypuff.

You need to go to the swampy level on SSE. Three doors in, and you have to fight Primid Diddy. Hop in the cart and continue right, past the fight with the Hammer Bros. Jump in the barrel and shoot to the next barrel. In here, you should see a door right in front of you. Aim for the next barrel above the Jyk, and have that barrel propel you to the platform. Enter the door to fight and unlock Jigglypuff. Same as above you need to defeat jigglypuff to unlock jigglypuff. I hoped this helped.

To unlock jigglypuff, you need to go to the swampy level.

To unlock both of them you have to complete adventure mode.

Jigglypuff- finish adventure mode then go back to the level called The Samp and there's a door somewhere where there are a lot cannons. You'll know the door when you see it. There are 3 cannons surrounding it. Go in the door and you'll have to beat Jigglypuff.
Toon Link- Finsh SSE then go back to the level called the forest and the door is somewhere in the first area at the beginning. You need to beat him to unlock him. Hope this helped.

To unlock jigglypuff you have to do 350 brawl or complete the adventure then go back to the swamp and go to the first door you see. To unlock toon link you have to do 400 brawls or complete the adventure and go back to the forest and go to the first door you see

To unlock toon link you just have to beat clasic mode with link and you will face him or you get him in your subspace. I don't remember how to get jigglypuff though.
