When he turns invisible switch into 3-D and you should be able to see his shadow on the floor. Follow it. When he starts to re-appear, run over and jump on his head.

The easiest way for me to beat him was to use Bowser. You can't tell when he'll become visible though, so be ready at all times. Just use fire on him everytime he comes.
When he uses his camera, it doesn't hurt you, just lets him run away. So ignore that. The other attacks have to be dodged and blocked. Also, while he's invisible you might want to plant Boomer somewhere in the room and you go to the other side. When he appears, either Boomer or Bowser will be sure to get him!
