I built D.I.N.E.R,and buddy says to go to the launch pad,but There's just half a rocket and T.O.B.O.R,What should I do?

If you talked to T.O.B.O.R. First you should try restarting the game and when you get to the point where you're given 3 quests at once go to Vic, the scientist, and T.o.B.O.R. In that ordor. That's the only way it worked for me.
