You have to hunt a Gobul. You can either carve the paralysis sac or get it at the end of a quest.

Actually if you are far enough to have the boats to be able to send them to the level 2 hunting areas they have a good chance of comming back with one, Gobul hides and Royal Ludroth mats, and Fertile Mud alot(don't know where they find the Barroth out at sea but I'm not complaining)
