If you have completed all the other stuff and gotten past the mermaid you need to zap, and then talk to the portrait with an old wizard. He will give you girl hair and then you can talk to the lady in the portrait above the bathroom wall and she will let you in.

There is a picture along the halway near the door. If you go up to it and use the action botton the person will throw a girl wig on you. Then go to then door and interact with the picture of the women
