The shining wool requires you to love/brush your sheep every day, and have high hearts with them. That raises your chances. Other than that, it's just luck to get it to Shining quality. Some people have suggested saving before you sheer your sheep, and try your chances.
As for the shining flax yarn, plant a bunch of flax seeds, make sure the soil is very well fertilized, and take good care of them before they're ready to harvest.
