Where's Chase???

I'm not sure what your talking about but if you mean how you get married then you get level 3 house, 8 hearts and the mayor will come to your house and tell you about the blue fether and wait about 6 days then when you come outside there will be a scene with the Blue Bird.

I think he's in the Inn early in the evening, but only after creating the first rainbow.

Ok, so to get Chase you first have to unlock the first rainbow ( the one by townhall) After that people will start to move in.
First is The Tailors ( Luna Candice Shelly)
Then Calvin
Then Chase :D You will get a letter from Maya saying Chase is here.

Please remember that people only move in on the 1st and the 15th of each season.

And if you mean, get hearts points, well that is easy, give him stuff he likes, you can only get 15 heart points a day.
For giftgiving, you can only have 10 points, their fav, gift is worth ten points, ( the max. If you give them a liked gift the first s 8 the second is 2. A disliked gift is -2 ( no limit)

tslking is five points thought there is no limit on how much you can talk to them. you will know when you reacch a new level becasue they will say something different.

At different heart levels different things will happen, but when you reach 8 hearts than the mayor will explain about a blue feather, approx. 6 days later you will see the bird, proceed to caramel fall another cut scene you get the blue feather GO PROPOSE!!!!! lol

But be quick about getting chase, becasue Maya has her eye on him too ;)
