Once you have your "love interest" up to 8 hearts, Hamilton will come to your house on a sunny or cloudy day and tell you about a blue bird whose feathers are used in marriage proposals. Then, you just have to wait for about a week for a sunny day, and the bird will fly over your farm in the morning, up toward the falls. Follow it, and you will find the feather on the ground. Before you can use it to propose, you must complete the challenge/request issued at 6 hearts.

In winter of year 2, the mayor tells you about it, and a few days later you'll see the blue bird fly to caramel falls, and you'll find it there. At least thats how I found it, it might differ from were you live.
