Same way you got the first two hearts: Just keep talking to him and giving him gifts. He likes cocktails, and you can get those at the bar (at the Sundae Inn, after 6pm). That scores you big points really quickly.
Side note: when you go on your date with him, don't tell him that you don't care. :( That cut my date short.
Clothes can be purchased at the various festivals where they sell things, or you can buy them from the tailor shop, after you get the first rainbow.
