Elevator in Laundry Room

I'm on the level of United States Penitentiary, Leavenworth Kansas and I killed the guards that were in the laundry room, but when I try to hit the switch for the elevator nothing happens. Jamie never went into the elevator either. Could you tell me why the elevator won't respond?

I can only remember using one elevator and that was when Lambert told SAM to use it... you kill (or knock out) the repair guy after he stops working and then get into the elevator... but I don't remember what mission that was... I wonder if you might have killed the repair guy too soon and he hadn't fixed it yet.

OH.. the prison... duh ! ... sorry previous answer was wrong:
Jamie should have gone right into the elevator before the guards came and you hit the switch ... then you wait (say on top of the washers in a dark spot)
you can jump down on a guard and take him out..
you don't have to switch the elevator again... only once when Jamie gets in.. as soon as you get in
there is a check point save and you wind up in the kitchen. You never really see the elevator move..
there's nothing inside the elevator to switch.
