Well just select "Options" in the main menu and then "Cheats".
You can then enter any of the cheats.
It should work.

That is the same with me I think you have to unlock them later on in the game

Well you have to get A's in certain levels
In the 2nd level of the capellis get an A and get "laser law" that makes you shoot lasers
In the last warlords get A and get "detonator" which makes civilians blow up on impact
Get A in killer 66 mission one to unlock "double damage"
